MO HB 851: Prohibiting Utilities from Billing Landlords for Tenant’s Bills

The House Committee on Emerging Issues will hear HB 851, prohibits a utility company from holding the owner of a premises liable for the occupants delinquent utility payment on Wednesday, April 29. There is little chance of passage but it is important to begin the process. Our real interest in this bill is in limiting the utility’s practice of holding a new owner liable for the previous owner’s delinquent bill.
